For example if I install a set of Corian top, can I sign agreement with the fabricator for a yearly maintenance service? Do the association has the standard form to sign?

Hello Benson I,am sure the fabricator who makes your top will be glad to have you pay him to come back and refinish your top. There are companies out there that are set up just to do as you have asked about.
 
As far as I know the association does not have a standard form.

Hello Jon, I intend to change my current Granite top to Solid Surface, but I heard that it going to be dusty when the fabricator started to polish, is it possible for them to reduce the dust that traveling around my kitchen? Say for example they pour water on the surface before they polish??

Most Solid Surface fabricators have very good dust extraction systems now. Most use a system called Festool.   Using water in some ways will make for more of a mess. Most sanding is done at the shop . Very little sanding will be on  site.
 
Besides that if the fabricator is good he'll tape off the area he is working in to help with dust control.
